some ppl have been asking this lately so this is how you do it:

open ALL uo.cfg's u have (there's one in main uo folder and one for each char)

and edit this

ShowTips=no

UseToolTips=off
PopupHelpEnabled=off
PopupHelpSticky=off
PopupHelpPersistant=off

actually I ahve done this and still it aint unabled

Make sure you edit ALL your uo.cfg files, in the main directory and each one of the files in the desktop folder.

If you want journal dumping into text files (could be useful in many ways) you need to edit all of theese files for this issue too. Also remember to turn translation server off when alrerady at it

actually there is an easier way ..... kinda ..... if ur uo is a fresh install, or u delete your "Desktop" folder in your uo directory, and just change the uo.cfg in the main uo directory, it gets copied for every character after that added to the desktop folder
