can anyone tell me how to spar stealing? plz and what can be done with it atm

was enabled a few months ago.
got disabled a few weeks after cos it was still a *bit* over powered.
was meant to be re-tweaked but never got re-implimented.
As of now, its not a major issue, but im sure itll come soon

Use the skill 'stealing' on an npc/monster/player.

Isn't that obvious?
As i said, its disabled.
